D/S disapproval resolution placed on the Senate calendar

The President signed the order September 18, directing coordinated H-1B review that considers relevant layoffs and the start of a prior-LCA data review within 30 days.
BeforeThe site contained 11 policies and did not separately track the September 18, 2026 H-1B program-integrity executive order.AfterAdded #12 h1b-program-integrity, bringing the site to 12 policies. The order is signed, with agency implementation to be tracked; the order itself has no NPRM or public-comment stage.- The order requires consideration of relevant past-year or planned layoffs negatively affecting similarly situated U.S. workers, limited by three conditions — the employer filing the case, comparable roles cut and timing; it does not mandate automatic visa denial after layoffs.
- October 18, calculated as 30 calendar days after signature, is the deadline for DOL to begin reviewing prior LCA data, not to finish or a separately announced effective date.
- The #02 $103,265 surcharge is a separate DHS document, tracked apart from this order.

PERM entry: clearer Chinese copy and five practitioner expectations
Rewrote the #11 Chinese copy in plainer language and added five expected recruitment changes, plus the August 4 Justice Department settlement that already reflects several of them.
BeforeThe entry said only that recruitment and recordkeeping requirements might tighten, without listing possible channel changes or the DOJ settlement.AfterAdded “five changes practitioners expect”: dropping the mandatory newspaper ad, moving to modern channels and cutting radio and television, ending mailed-resume requirements, posting roles on the company careers page, and accepting applications through the ATS. The page labels all five as expectations, not published terms.- On August 4, 2026, the Justice Department reached a $3.2 million PERM discrimination settlement with OpenAI requiring it to post roles on its public careers site and accept electronic applications; DOJ also found that paper-mail-only applications and late-night radio ads discouraged U.S. workers. That matches several of the expected directions.
- The rule remains in OIRA prepublication review; none of the five expectations is in effect, and the NPRM text will control.

- Northwestern, Columbia, and Harvard were added from university webpages.
- New York University was added from an August 31 forum report and remains marked as awaiting a public university page.
- The University of Washington was added from its university notice: new CPT not required for every student is paused, while previously authorized CPT may continue.
- Goldey-Beacom College and Purdue University ISS were added from university email screenshots stored on this site; Purdue ISS remains separate from Purdue ECE.
- MIT moved to the screenshot-evidence group because its public CPT webpage does not show the latest pause; the entry now describes the narrower scope shown in the university notice.
